The Rotterdam Convention
The text of the Convention was adopted on 10 September 1998 by a Conference of Plenipotentiaries in Rotterdam, the Netherlands. The Convention entered into force on 24 February 2004. The Convention was signed by the United States of America on 1998.09.11.
and has not been ratified by the USA. Signed three years to the day before the towers fell, there is a certain irony about the date as the towers were full of asbestos.
